Bird Lake, Crooked Creek, and Hellroaring Canyon are on Yakama Nation land. The Bird Lake area is only open to the public in late summer, and a $20-per-vehicle day-use fee is charged for access. (It is not clear whether it is legal to hike in from the South Climb trailhead, which is in Gifford Pinchot National Forest.)
Peak wildflower bloom at Bird Creek Meadows is typically from mid-July through the end of August, but there may be some flowers blooming from early July until mid-September.*
